TILL TERROR CONTINUES, AFSPA MUST NOT BE REMOVED FROM J&K

Omar Abdullah can does not deserve flak for his recent comments to “withdraw” Armed Forces Special Powers Act (AFSPA) from parts of J&K. Even Home Minister Chidambaram, who had backed Omar’s idea does not need condemnation, for cooking up and serving a half- -baked dish! All told, AFSPA is an abnormal act meant for abnormal situations. If Omar is demanding its withdrawal then that means Jammu and Kashmir is returning to normalcy.

 If this is valid, then the critics must revise their harsh views on AFSPA. We all know that Omar, Chidambaram, many Congress leaders and a myriad of so-called human rights activists hate AFSPA. They will like complete `abrogation’ (distinct from `withdrawal’) of AFSPA. Their main argument against the Act was that it was worsening the situation in Kashmir (as in Manipur and other North Eastern States). But that has not been the case, if we go by the central government’s latest data and Omar’s demand. In fact, one could legitimately argue that the AFSPA has indeed been able to improve the security situation in Kashmir so much so that it is no longer needed there. In other words, AFSPA deserves three cheers, not condemnations.

27 October 2011 marks 64 years of J&K being saved and wrested from the Pakistan army instigated raiders, that had attacked it.Thereafter,24x7,our Army has been guarding the LoC and preventing any alteration of its alignment either way, at the cost of thousands of casualties. If Mr Abdullah thinks that there is such a level of improvement in the Valley’s security that AFSPA and DAA can be lifted (from some parts),that has been possible, including the best tourist season in 25 years, mainly because of the Army being there and doing its duty, quietly & effectively !Now, if the separatists’ oft-parroted demand of removing AFSPA and ‘demilitarizing’ J&K is implemented, there should be no doubt that ISI/jihadist will complete what was attempted and left incomplete in 1948- the division of Kashmir , terrorism and India.

It took ten years and the loss of almost 2,800 coalition casualties for the US to decide upon course-correction vis-a-vis Pak army and Inter Services Intelligence agency. Two recent developments marking a recorded low in the plummeting US-Pak relationship following the killing of Osama bin Laden in the meticulously planned operation by US special forces on May 2, 2011 happen to be rather ironically timed coincidences. Pakistan waged both the 1965 and 1971wars against India with weapons doled out to it by the US. Pakistan News paper reveal this , Ratcheting up pressure on its "troubled strategic ally," leaders of the US negotiating panel comprising armed services committees from both parties in the House and Senate including Republican Senator John McCain agreed to freeze $ 700 million in US aid to Pakistan until it offers to help in the fight against improvised explosive devices (IEDs) in the region. IEDs used by terrorists have been the cheapest and most effective weapons against US and coalition troops in Afghanistan as they struggle to fight a resurgent Taliban. Many are made using ammonium nitrate, a common fertilizer shipped across the border from Pakistan to Afghanistan. The freeze on US aid was agreed as part of a defense bill that is expected to be passed this week. "The vast majority of the material used to make improvised explosive devices used against US forces in Afghanistan originates from two fertilizer factories inside Pakistan," McCain said in the Senate recently.

With US $ 20 billion allocated for security and economic aid since 2001, much of it in the form of reimbursements for assistance in fighting militants, Pakistan has been one of the largest recipients of US foreign aid. While the cutback announced is only a small proportion of the $ 20 billion, it may lead to greater cuts as calls in US grow shriller to penalise Islamabad for not only failing to act against militant groups, but worst, helping them.
